I use OXY clean for outdoor furniture and give it a good scrubbing with a stiff brush.This does a good job of removing loose oxidation and the scumline. Next you can use a fiberglass restorer polish or buffing/polishing compound then a good marine wax. Use a buffer or an orbital waxer.
