Your options are to pay it or stop calling. If you call them on the phone, then they can make you pay whatever they want, because they can lie and say that you agreed to pay it, when you spoke to them on the phone. The only way to prevent this is to communicate only in writing, and never, ever on the phone. The only good news here is that they said that they may take legal actions. They usually do not say that if it's true. Because they said that they might do it, they probably are not going to do it. If they were going to do it, then they probably would not have warned you.

If the debt is showing on your credit report, it has already been sent to a collections agency. That's who reported the default. The utility company would have charged off your account and sold the debt to the collection agency. That does not mean you no longer owe. It just means they wrote it off their books. At this point, even paying the collection agency is not likely to get it removed from your credit report. You can ask for a pay for delete, but do not be surprised if the collection agency refuses.
